Every Department owns Processes, and most work in Processes owned by other Departments. The Performance Support and L&D Content can therefore be shared – if you have a model/framework for Processes that organizes that.

My L&D/T&D Systems View organizes 47 Processes into 12 sub-systems.  Imagine the Content organized around those.
