One needs to understand the Outputs and Tasks – and the Measures and Standards for both the Outputs and the Tasks. Those Measures & Standards come from the Stakeholders.
Then you can derive the Enablers – both the human enablers and the non-human enablers.
Again – knowing what the Stakeholders Require – and sometimes Desire – is critical.
