But First you need to be clear about what that Performance Competence is.

It really is beyond Task Analysis, or Outputs & Their Tasks Analysis.

One needs to understand the Outputs and Tasks – and the Measures and Standards for both the Outputs and the Tasks. Those Measures & Standards come from the Stakeholders.

Then you can derive the Enablers – both the human enablers and the non-human enablers.
