T&D: When Examining Performance Gaps in Outputs & Tasks … your 3rd pass should inspect Human Enablers like Intellectual Attributes.

Performance Gaps are most often not due to deficits in the Human Enablers such as Knowledge/Skills, Attributes & Values.

Provide Instruction only when warranted.
