Instructional Goals and Objectives and Measurement
For me, at any level of the 4Ws*, Instructional goals, performance and learning objectives, and then the measurement, is best framed by looking at and understanding the specifics of THE PROCESS.
You can measure Task Performance and Output Production using whatever the Enterprise already uses – and once you account for or discount the other variables in your implementation and evaluation methods – you can determine the INSTRUCTIONAL IMPACT of your offerings – be they Job Aids, and/or Training.
